The So Cal Elite Youth Football and Cheer Organization (SCYFC) is a Non-Profit Organization of chapter members providing youth football and cheer programs for boys and girls ages 5 thru 14. SCYFC is dedicated to teaching our youth the fundamentals and proper techniques of tackle football and competition cheer. Our emphasis is on developing physical fitness, sportsmanship, teamwork, and leadership skills in a positive and safe environment. We strive to provide opportunities for all participants to develop individual skills and abilities while being a contributing member of a team. It is important to SCYFC that we provide a way for our athletes to build lasting friendships, great memories, and have fun!

Rules and Procedures

Rosters of 15 or less can have up to 4 8th graders that turn 15 during the season, Rosters of 16 or more can have a max of 3.

Playing Rules

The official playing rules of the Conference will consist of Conference rules and the C.I.F along with any other rules required for proper play.

The Conference reserves the right to add and/or delete any rules for the sole purpose of safety and the proper management of the Conference. These rules will be added and/or deleted from the bylaws in an expedited manner, once it is determined a change or update is needed.

Chapter members will be notified of any changes within 24 hours by email.

Lopsided Scores – all divisions

  • The lopsided score rule is 35 points.
  • Once the score differential reaches 35 points the game clock will become a running clock for the remainder of the game. This is not a coaches choice. The Head Official will be responsible for the clock.
  • Once the clock becomes a running clock, it can only be stopped for injuries, or an Official time out. Team timeouts do not stop the clock.
  • After a score the team which is behind will have the choice as to receive a normal kick off or elect to take the ball on their 40 yard line.
  • Mandatory plays must be completed regardless of the score or game clock.
  • Each team leading by 35 or more points will take every precaution to alleviate future scoring and to minimize in anyway, as to not cause harm to the other team or chapter. This may include but not be limited to playing only back up players, not throwing the ball, or kneeling.

Playing Time and Scoring

  • The clock time for all age/weight divisions shall be 12-minute quarters with a 20 minute intermission between the second and third quarters.
  • Extra Point Scoring - CIF Rules apply at all levels. The team will receive (2) points for passing or running and (1) points for kicking.

Tiny Mites ONLY

The Tiny Mite Division will be played with modified game rules. The following will be enforced:

  • 1 Coach on the field for Offense or Defense. The coaches are allowed to help direct players into position. They are not allowed to physically touch or move a player in any form or manor. Coaches must move to no less than 10 yards behind the line of scrimmage prior to the snap of the ball. The offensive and Defensive coaches are allowed to speak to the players up until the point the Offensive line gets into a 3 point stance. At that point all Coaching from the field for both Offense and defense must stop. Sideline coaches are not restricted. If an on field coach violates the on field rules they will receive one warning by the Head Official. A second occurrence will result in that coach leaving the field and will need to be replaced. Once a coach is removed from the field they must leave the sideline and watch the remaining portion of the game from the stands or spectator area.
  • No Kickoffs – the game shall start on the 35 yard line of the receiving team wether at the beginning of the game, on a change of possession or at the half.
  • No Punts – On 4th down, the team with possession, may elect to “punt” by giving the ball to the opposing team at their 35 yard line. If the team choses to go for it on 4th down and is unsuccessful. The opposing team takes over at the spot of the ball.
  • Defensive line players shall be in a 3 or 4 point stance on the line. No more than 6 lineman in the Box.
  • No Blitzing – All linebackers/defensive backs running towards the line prior to the snap of the ball will be considered blitzing. All players shall stay in their 2 point stance prior to the snap. No player may start from less than 3 yards behind the Line of Scrimmage unless in a 3 point stance on the line of scrimmage
  • No Player over the center – A player may line up in the “A” gap, but not directly over the center. If a team repeatedly “pinches” the center the head coach will receive a warning. If it continues the head coach will be removed from the game.
  • Scoring – 6 points for touchdown, 2 point for extra point – running or passing only. If a Tiny Mite teams has the ability to kick an extra point it will be a free kick.

Freshman

  • Freshman teams will be allowed one coach in each huddle, offense and defense, prior to every play.
  • Freshman level will be allowed a free kick on Punts. No Rushing the line or Kicker. Please inform the White Hat Prior to a Punt.
  • Once the offensive team breaks their huddle, both coaches shall remain at least ten (10) yards behind the line of scrimmage and will refrain from any verbal or physical involvement with their players until the play is ended by the game officials. Absolutely zero coaching from the on field coach Offensive or Defense. Coaching can only come from the sideline. Coaches will be given one warning by the Head Official. A second occurrence will result in that coach leaving the field and will need to be replaced. Once a coach is removed from the field they must leave the sideline and watch the remaining portion of the game from the stands or spectator area.

Tie Games

At the end of the 4th quarter when teams have identical scores; the tie may be resolved by the “10 yard line overtime procedure” a method approved by the state high school association.

  • When the score is tied at the end of the 4th quarter, the referee will instruct both teams to return to their respective team boxes.
  • There will be a 3 minute intermission during which both teams may confer with their coaches. All officials will assemble at the 50 yard line, review the overtime procedure.
  • The head linesman will go to the team on the side of the field where the line-to-gain equipment is located, and the line judge to the other team, to escort the respective team captains to the center of the field for the coin toss.
  • At the coin toss, the visiting team captain shall be given the privilege of calling the coin while it is in the air. The winner of the toss shall be given the choice of defense or offense, or of designating the end of the field at which the ball will be put in play.
  • To indicate which team will go offense first, the referee will place a ball in that team captain’s chest area while he is facing the goal toward which his team will advance and give the 1st down signal.
  • Each team shall be permitted 1 additional time-out for each extra period plus any unused regulation game time-outs.
  • To start the overtime, the offensive team shall put the ball in play, 1st and goal on B’s 10 yard line anywhere between the inbound lines. The same end of the field will be used for both possessions in order to insure equal game conditions and conserve time.
  • Team A shall have a series of 4 downs. If team A scores a touchdown, it is entitled to the opportunity to try for point, except when it is unnecessary to break the tie. A field goal attempt is permitted during any down.
  • If team B gains possession, the ball becomes dead immediately and A’s series is ended.
  • After team A has completed its series, team B will become the offensive team with the ball in its possession at the 10 yard line anywhere between the inbound lines. If the score remains tied after each team has been given one series, the procedure shall be repeated until a winner is determined.
  • There will be an intermission of 2 minutes during which the loser of the coin toss will be given first choice of the options. If additional periods are required, first choice of options will be alternated. If after 3 overtimes the game will result in a tie except playoff games.

  • Tiny Mite - ball size - Wilson GST, K2 11-13 oz
  • Freshman - ball size - Wilson GST, K2 11-13 oz
  • Sophmores – ball size - Wilson GST, TDJ 12-13 oz
  • Juniors - Seniors ball size - Wilson GST, TDY 13-15 oz

Gameday Checkin Procedure

  • Meet with opposing Chapter AD and get familiar with designated check-in area. Confirm there is a scale & data signal.
  • Each team's check-in should take place 45 minutes prior to game time.
  • Make sure players use the restroom before check-in. After check-in, if a player has to use the restroom, please let the opposing team know and have a team parent take them.
  • If players are late, they cannot check in until half time.
  • Players need to be game ready with cleats, socks, game pants, shoulder pads, and jersey. (Heavies can carry their shoulder pads in jersey.)
  • No helmets, coaches, team parents, or other board members at check-in.
  • ONLY Chapter AD's are allowed to check-in players.
  • Team AD's can be 100 feet away. Once a player is checked in, they can be released to the team AD.
  • Chapter AD or Assistant Chapter AD and participants allowed at check-in. No one else is allowed. ZERO TOLERANCE.
